Yes, this was nicely played all around, we got good looks into several different subsystems. I agree that Foreign Legion policy seems pretty wildly out of line, seems like way more hammers worth than any other policy ever does, even the vaunted Liberty finisher for a Great Engineer is only a few hundred. The Legions can't conquer on their own, but they can make it so that all you need is the artillery.
I agree on the FL policy. What's strange was that it "came from" a old freedom SP (pre-BNW) that was just the maintenance free units. Also strange that Freedom has the strongest single military policy thing; clearly that was "supposed to be" Autocracy for conquering victories. Besides those points, any single level2 is a little too easy to get as the player will almost always be ahead to claim ideologies first with the 2 freebies.
