Can one of the more experienced players explain to me why not ? The tooltip says he is immune to slowing effects, why does a stun not interrupt his spinning attack ?

It is a real stun.
But I did some tests and Fiddlestick's Fear does not stop it either. Some other people on the official forum wrote that CC during judgement only works by preventing the control of the char and the use of further skills, but does not stop the spinning itself once initiated.
I feel the tooltip is somewhat misleading but on the other hand it's probably working as intended. Right now it's just a little annoying, since Garen is free this week and there is one in every game.

and I now have 5K in the bank. If I'm doing the math right, I already have enough IP for my first basic set of tier 3 runes, and I expect to have enough left over to give me a distinct second set of runes to choose from.
Projecting, I think I'll have collected total around 1700-1800 IP when I reach level 20, which would leave 5K-6K IP after runes.
Following up on this, I'm sitting on 8.2K now, just squeeking over level 20. Add that to the earlier 9K spend, and it's about 17K total. Yay for estimates.
Note that I'm not particularly good ~ if you have a better IP/XP ratio than I, you'll clean up.

I'm in the same sort of boat as VoU. I want to try and spec Sivir out as best I can (simply because I want to find out how playable she is since they buffed her), so I'm wondering how best to play it. I'm tempted to say that I want the max mana regen as one set of runes, so that I don't have to buy a meki pendent as the first buy (or I continue to do that anyway and can use the Q to really harass players), but I'm unsure of what else I want. I'm pretty sure I don't care about armour, I'll just stack in a Warmogs when needed, but I don't know if I should go attack damage, attack speed or health as well. Pretty sure I'm going for the Quintessense of mana regen per 5 per level.
