Yeah, 7, then either settle in place, 7 again, or 9. But if you see an interesting resources over the lakes 4 is also a reasonable option. I actually prefer 77 because the hill doesn't give that much vision: a forest blocks vision north, and there is a hill 9 of the sheep.
