Move scout 9 and re-evaluate. If nothing interesting shows up, I would actually consider moving the settler 7 (because it looks to be coastal) and maybe settle there. The lumber mill is a 4 yield tile, and double grass cow is decent (not high food, but then only really need 1 hill in the fog for it to be an OK capital).
You could arguably move the settler 89 or 69 though. Depends how ballsy you want to be.
