Well, new factors to consider:

The scout can't move N-NE without moving adjacent to a lion, so that is out. 2N would be legal, to see if moving to the plains hill is safe next turn. This is probably the better move compared to just using the warrior to move to the plains hill: it's not like the warrior is any safer against the lion than the scout, and we need the warrior more, and the warrior can't check if the hill is safe next turn.
I'd put a few quid on the south ending in coast a few tiles below where the FoW starts, and even if it didn't I don't see it as worth scouting that much. I could be persuaded otherwise though. The problem is we need to identify a good third city location that has inner ring food (seafood is second class, camp resources are unacceptable, farm or pasture resources first choice). The only way I see us doing this is sending the scout north and the warrior NE. Finding good fourth and fifth cities is important but we meet those needs by scouting all the tiles within a 6 tile radius of the capital, and that is just what we do by still moving everything north. Agreed?
