Yeah, that's the "Secretive" promotion we gave them. It was my idea - it felt too cheap to be able to scout with them in an unanswerable way. I have no idea when I came up with the idea what missions were/were not allowed at that point, and I don't think that's ever really been reconsidered on RtR.

I think religion has a lot to do with it. He has the Hindu shrine and the Spiral Minaret. Also he has more cottages than me, and has Printing Press. I think he's taken better advantage of Spiritual than me also. Also, his GNP may be inflated by a lot of culture.

I want to try to answer that question of yours. You already mentioned some components of my economy (Hindu Shrine and Spiral Minaret). Here are some more:
  • Printing Press was just a recent addition to my economy, maybe some 5 turns.
  • Like Printing Press, Circumnavigation was a recent addition
  • Of course I added markets, grocers and bank to my shrine city and then Wall Street.
  • For Wall Street I needed to invest into banks, which also was nice in combination with Spiral Minaret. Basically the bank was worth at least 2 gold in each city thanks to that wonder
  • I also made a conscious effort to delete old units to reduce my unit maintenance. My guess is that in the end this was worth at least 10 gold in maintenance maybe even 20. The old units wouldn't have seen any use in the upcoming turns and therefore were only a burden on my economy.
  • In a similar vain I made a conscious effort to keep my cities healthy and happy above 8 pop to generate as much 'We love the king days' as possible further reducing my maintenance.
  • Lastly I also ran a lot of loans to many people
  • This all resulted in a very low maintenance cost for me enabling me run a lot of 100% science turns. My science rating wasn't especially good compared to others, but the ability to run science more often gave me an edge.
