The best city site isn't necessarily the one with the most resources. The point of the second city site is to get up to speed quickly and start throwing out workers and settlers. That plains hill city site gets +1hpt from the city tile, and can steal the sheep the turn it is settled. It works the sheep for 2 turns then the sugar for 3 turns to grow in 5 total, which is when the borders pop. That gives us 5 turns to get the worker into position to irrigate that wheat, which is freshwater, you can tell from the mouseover. That means by the time the city has grown to size 2 it needs 5 worker turns dumping into the wheat. Now, if we get the settler out late, that's a problem, but if we push out the settler at size 2, or size 3, or size 4 with a double slave (depending on research rate which is quickest) and only have 1 worker, we can send that first worker over towards the wheat and chop the forest 1S of the plains hill. That chop goes into a worker which the second city slaves for 1 pop, giving us 2 workers to hook the wheat.
A city to the SW can't do any of this because it can't steal a food resources. It will have to wait 5 turns for the border to pop and we will have to send a worker 5 tiles just to hook up a food resource.

Any other candidates for first expansion than the PH site? I love PH plants and I agree we should try to share a food resource with the expansion, so it's either that site or 3S of the capital (grabbing grassland cows). I think that one might be a decent third site, would also give us a gateway to a river city by the corn and the FP.

we can probably afford to send the scout W with it's 1st movement point and then wherever looks interesting. The warrior should head to the hill 2S of it's current location.
