Given his comments elsewhere and researching currency, it's pretty clear he plans on building wealth, but to what goal? Cats and HA are probably enough to finish Gavagai.

On a less flippant note, RtR and ToW are converging on a similar position simply because they have similar aims, and they serve the same population. There are several changes to base BtS that were first interoduced in ToW that are now in RtR in one form or another (MC cost decrease, stone/marble wonder production decrease). More will change in the future, I'm just putting together the full change list now for the next version that I need to think over, and once that's done there won't be much difference between them (well, with the exception that ToW will basically require much stricter map balancing and anyone that doesn't start with Hunting is fucked, but whatever).

If I were HAK I'd have forced seven to attack and lose some units, feels like the best way to get an even hammer exchange while building his own forces up... then again ten turns of peace is a good way to build force up too, if he does.
