Unfortunately, most of my units are on the Indian border, I just have to play hype man sometimes. Cornflakes also isn't the prettiest of targets now, thanks to his Machinery:

I'm confused as well. Drill II grants 1 extra first strike and 20% less collateral damage, and Drill III grants 2 extra first strike chances and an additional 20% less collateral damage. If this isn't the intended behavior, then what is it supposed to be?
Ah wait. My mistake. Everything is correct as displayed and no changes required. A confusion on my part. I misread the selected promotion to be Drill III and thought there was a mismatch between civilopedia and tooltip.
