Simple Life I was thinking we should use for a barren/lackluster city or whatever.

If we don't care about matching themes Falsfire's Folly is a cool name imo.

Rising Sun is a reference to Imperial Japan. The Japanese flag was changed somewhat after WW2, for example.

What about The Covenant, as in The Covenant of the Sea?
In the spirit of planting landlocked jungle cities in the direction of future conquests?

Edit: A particularly good fit if we end up vaguely agreeing to a military alliance with WPC.
