The aggressor's units are the ones that get teleported. I would assume that still holds true for an axe with a civilian unit.

This game is just sad. I tried to read through some of the team forums today, and most of them were ghost towns. Trolls are the only ones with any kind of functioning team still remaining, and they will walk to an easy victory at this rate. Despite a highly destructive early war, Trolls are leading in almost every Demographic category. The level of competition posed by everyone else is kind of embarassing for Realms Beyond as a site. We've got a Premiere League team (which just 1-turned a Pyramids build with 7 chops) against a group of League Two minnows. I mean no offense, but the whole thing is a joke. Really sad.

I was surprised to see this thread popping up, and realized that the game was somehow still going. I thought it would have been dead by now.

Normally EPs are a decent indicator of intent...not so much when your opponent isn't paying attention to the game.

It's quite telling that TEAM, which is essentially completely dead, is on par with some of the other teams.

Why are the Pirates still trying (and failing) to found religions when their economy sucks so badly? The Pirates have now lost Judaism to Menagerie, just one tech after losing Hinduism to Menagerie. Pirate GNP is valued at half the rival average. That stat doesn't require a masterclass in C&D to indicate that opponents are researching everything much faster than the Pirates. How do the Pirates expect to beat anyone to any technology when they are so far behind? It is only luck that Hinduism immediately spread to the Pirates, else the Pirates would have spent months accumulating religious techs they couldn't even use.

Pling's excellent History of the World series ( turn 110) deserves some further analysis.
It's not a surprise to see the Pirates bringing up the rear of the tech charts, nor that Lewwyn is doing so well now they don't have to worry about the rest of their team's desire for blood. But just how far behind are Menagerie?

Menagerie's GNP is broadly comparable to Gillette: It kept parity with the top teams until 20 turns ago, when both Menagerie and Gillette started making some rather questionable expansion decisions that hurt their economies - Menagerie settling half way across the map to grab territory, Gillette's curious dot-mapping that ensures each new city adds little to their economy.
So perhaps the root of Menagerie's woes can be found in this graph?
Menagerie have been consistently poor at developing their land. They're simply not getting their new cities growing fast enough. That doesn't just mean they're unable to run scientists. It means they are falling behind in expansion:
