Just the opposite.

It will depend on what commodore does. The sign for where his galley will be on t98 can see where scooter's will be on t97, so commodore will see scooter's galley first no matter who moves first.

It makes me think of WW2 (or was it WW1?) when the British fleet could have destroyed the German one but the Germans avoided battle and stayed in the port using only the potential of their fleet to not allow the Brits to do whatever they wanted with theirs.

Theory didn't work. The two fleets met off Jutland in 1916, and while the encounter was a bloody draw, strategically it was a massive win for the British, as the German High Seas Fleet stayed in port, while the Home Fleet was free to do what it wished, including instituting a naval blockade on the Central Powers (official designate: "the Allies").

The problem with the "fleet in being" concept is that for the deterrent to work you need enough power projection to be able to force your wishes on your opponent, and in that case you would be stupid not to use that power to your advantage.

The example of the Regia Marina in WW2 (given in the wiki article) also shows the limitations of the doctrine. The Regia was never able to impede British Mediterranian Fleet operations in and around Malta, desptie the UK's precarious position there, because the Regia never had the power to effectively dislodge the Mediterranian Fleet, with the consequence that the Italian holdings in North Africa were almost unsuppliable and they became untenable.

Yeah its dangerous, these next few turns could be spectacular.

Though I'm not sure pillaging copper would be that great, come on, its like 4 worker turns. They're gambling that Scooter can't dislodge a single unit, and costing them a couple of turns of metal unit production. I guess it would work to amplify the military disparity between the two, but it's still not that great pre-cats and wellies.

But that point is moot, as this time Commodore's plan seems to rely on too many moving parts.

Finally, the idea of fleets in being aren't foreign to Civ. After all, it's the classic military stand-off, both people have a ton of cat collateral, and both are held in check by the potential of collateral initiative.

If Brick's vikings want circumnav, he'd be hard to beat. With Serdoa's map in hand, he only needs to get past Plako/Merehoc to complete the map. If he goes round the south of Plako's land, he doesn't even need permission.

...not sure if India could block him, but there's so many islands nearby, I doubt it.

Just getting caught up after a busy period at work.

I don't know if this is an update to what you guys have discussed already, but as far as I just read both Scooter and Commodore are going to be on the same tile on the same turn. Thoth just posted a T96 report with Galley 1 North of Shee on T98. Same for Scooter.

All that will happen is that Commodore sees the galley and then decides to risk the axes or not by leaving them on the galley. If he drops them off he doesn't know what he will defend against so he might decide not to leave them open to chariots. If he does that, then scooter decides to take the low odds shot...or moves back to the city and drops off the units to defend, and keeps his galley blocking the single coastal tile access to the bay. scooter might lose the city but I think it's a 50% chance of victory from Commodore attacking the galley on coast with a C1 galley.

So...I predict a snoozefest.
