I disagree with Cairo's reasoning.
It is not other players responsibility to play in a manner that helps him. It is only their responsibility to log in and play in a manner that benefits their civ. If they can't win via Dom then they need to play for space or culture which means playing defensively, and then Rusten goes and breaks everything of Cairo's with SoL and grenadiers.
The game is won for Rusten and it is not fair to make other players spend time playing this game.

I think it's completely reasonably for Cairo to expect other civs to make negative moves against Rusten, just as they can expect him to do so (assuming everyone is trying to win). If everyone was just to play defensively then Rusten is going to win 100%. If everyone else has given up there's not much point though.
I think Comm's right about the map size, it's a lot easier to avoid these awkward concession scenarios when people are managing 20 cities rather than 50.

TBS, they did try. They failed. I don't see how you can expect them to carry on trying when it can see a material loss to those players though.

Everyone dogpiling Rusten would take material losses, but his combined loss would hopefully be greater. That's the route to victory and if Cairo's making a plan that's the way he's got to think. (It's also assuming a 'There's no prize for 2nd place' mentality I guess).
You can't expect people to keep playing on when it's too time consuming and they're not having fun though. I'm not trying to cast any stones at Comm/Pin etc here, I threw in the towel in a similar situation in PB38(arguably I threw it in even earlier), just that it's reasonable for Cairo to expect people to try hurt Rusten if the game continues. Just as it would have been reasonable for Xenu/OH to expect that of me in PB38.
