Well, the BEST move was not to settle a 2nd city at all, but 
I disagree with Atlas, the city in the jungle was a good move given that players who did that were going early Iron anyway. I don't like sharing a city's sole food special because it hurts my ability to use slavery and specialists.
If you check my report I settled my 2nd city even further than most people did. The river providing increased health and free commerce more than made up for the increased distance maintenance cost, and it was a good spot to move my capital to later.
