Maybe so, but in theory it would be easier to program the AI to handle this than it would to have it trying to move workers all over the place, queue them up to be built etc.

1. Program the AI to have a set % of it's GDP going to the "infrastructure pool". This % would vary based on various factors like size of empire, total GDP, government type, war or peace, etc.
2. Program the AI to have the 'best' optimal improvement based on terrain. Much like having workers there, but without having to worry about them being picked off, losing pop to build them when the AI can't afford to loose pop in it's cities, etc.

I just liked the whole "not have to move/control/protect workers" aspect of CTP and could see it being infinitely easier to program the AI to manipulate, but maybe not. *shrugs*
