That would be my proposal, my understanding was that people have problem with hostile civic switching missions. But if it is going to be a divisive issue or prevent anybody from signing up, we can ban all civic switching missions. Main idea is to have fun

I would incude also religion switches to same group i.e. either banned or only friendly conversions are allowed.
Espionage system is broken, but it can be fun to play with at least for couple of games.
