That's not a bug. It's a feature of BUG. I suspect you can build the Temple. BUG shows you all the buildable buildings that can increase your hammer output and how much they would increase it. You will find similar suggestions under those ===== for all the other yield types like commerce, beakers or culture.
The Barbs are coming. Hopefully they suicide into our Spear. If not, we probably road 1W of Abuklr to speed up the Axe.
SD got Sailing, so now we have trade routes with him. He has Wheat and Clam, while we have Crabs, Sheep, and Corn (with a route). The theory of 'multiple copies per resource to encourage trading' grows stronger.
I guess this explains why he went with Inca for Agriculture...
How's the diplo front? Do we try to trade Crabs for Clams, or do we pontificate and say 'we want to see what Cairo has first'?

Updated the micro up to ~T60. Will start sketching out how we get our next Settler out.
I think we should just work the Ivory and delay the Spear one turn instead of swapping to the Mine. This lets us finish the Spear and grow to Size 4 on T58.
For Toulon, we hit Size 4 and finish the Spear T58. Lodi will hit Size 4 and finish its Axe on T61. Toulon's whip anger wears off T66. We have a couple of options:
1. Start a Settler in Toulon immediately at Size 4. The sketch is currently in Abuklr S5. This means that Dumas can build a cottage at Toulon fast enough that Lodi can steal the plains mine, freeing up Murat to chop at Lodi. Into... a Granary? More Axes? A Worker?
2. Grow to Size 5 to get those cottages. In this case, Murat needs to build a mine, so the chop won't come in until T63 earliest.
For Arcole, we hit Size 4 and can start whipping junk there at T63. Plus we have two forests that we can chop.

I don't think we should do a Settler in Lodi. It'll take too long to slow-build, and whipping pre-Granary is asking for trouble. Plus we really want to be working that Copper. I think if we can squeeze out a chop, we chop out the Granary, and if not, we crank units a bit. These Spears are coming faster than I expected.
Spitballing, I think we should grow to Size 5 (maybe 6?) at Toulon to get some semblance of an economy running. Arcole we start whipping and chopping out of, since it's a better spot for that sort of thing than Toulon (no rivers, still has forests left, will eventually get Horses). Of course, depends on how much costs increase with Abuklr...
Still think we need more Workers/military before heading into that juicy Jungle.
I think we're (somehow) doing decently in expansion, since it looks like we're going to be second to 4 cities. SD's MFG is skyrocketing at a scary rate, but somehow everyone is bunched up together in food. Most likely because everyone's working Mines and whipping heavily.
There's a ton of activity on the diplomatic front. There is a stable alliance between us, gavagai and TBW, the more warmongering civs. We are struggling to get Mr. Cairo to join. We should still maintain a pretense of friendliness with Superdeath.
I sort of agree on not doing settlers in Lodi? We need a city to pump a few units and workers, but getting one settler out of there to settle the nearby sheep is necessary. We can slow-build it at size 4.
Is Arcole really going to take that long to get to size 4? Won't it have a granary and two food sources? We should really have it whipping settlers like no tomorrow.
I think the capital should build water to grow to size 6 and then slow-build a settler. Perhaps get a barracks in there. We'll need a few mines too.
But the key is not falling behind in expansion...
Oh, it seems you made a mistake in the arcole micro, 10+7 = 17 not 14. We can whip the granary at size 3, go down to size 2 and recover much faster.
Abukir has some excellent tiles, it should make for a great settler whip station.

Re: Arcole, you're right, we hit Size 4 on T62. Finishing a Granary with an empty foodbox seems wasteful, but too late now. Plus we don't have any good tiles to work at Size 3.
Generally agreed with the rest of the points. Toulon = one more Settler for Sheep or Iron then grow, Lodi = units, Arcole = whips. Will hammer out later, including how quick Toulon can finish a Settler, and if it makes more sense for Arcole to chop/whip it instead. Or something.
Tech situation: we get alphabet and math for iron working. It goes without saying that the bargain is most favorable for us.
I mean the Orange city east of Lodi. the green city site should be settled by Arcole? Perhaps this is mistaken. Or maybe toulon's settler can go there.
Really want hinduism to spread to Arcole, that would be a huge help.

The areas in question:
Orange isn't a very strong site, only one 4/1/1 Sheep and a 3 food Wines down the line. It has Horses, I guess. This area will be a pain to defend, since Cairo can fork us whenever he wants and there aren't any reasonable hills to plant on.
Western Green is a nice spot. Lots of grassland and food. Northern Green will probably have to wait for sixth city.
Leaning towards Western Green. The low food at Orange is a buzzkill.
Wow, these wide fronts are a pain to defend without diplomacy. We desperately need more scouts.
Err, when the Toulon Spear finishes we should move it to Arcole, partly to protect against possible SD scouting Chariots, and partly to get MP happy . I like the sound of Monotheism more by the minute.

Abuklr was founded. We are second to 4 cities, unless Raskol (whom we haven't met yet) has 4 cities.
A barb Warrior is wandering out of the fog. If it goes for Abuklr, it's micemeat for our Axe. If it goes for Lodi, we whip out an Axe.
We dropped from ~85% to 70% breakeven, think we should consolidate a bit so that the 5th city doesn't destroy our momentum. All these unconnected cities don't bode well for our development level or defendability. Then again, I'm always a worrywart, which is why I'm dedlurking instead of turnplaying. I'm too passive as the main turnplayer.
I'm really surprised no one else is going for religion. Buddhism still hasn't fallen yet! We only have Ivory, Wines, and Silks nearby for happy resources, with Incense in a disputed area with Mr. Cairo. I suppose they haven't been growing their cities yet, so they don't need the happy? Or it's so early that they can't invest the hammers into missionaries, which is fair.
Do you want to build a Mine, or a Cottage at Arcole? It will finish when we regrow to Size 3. Maybe if it looks like Monotheism will take a while, we could funnel some whip overflow to a Barracks to pop borders.
