Wait, assuming:
Early T98: Commodore moves according to his plan
Late T98 vol. 1: Scooter moves next to Commodore and sees Com's galley.
Late T98 vol. 2: Scooter does not attack
If I read this correctly, Scooter does not have any tiles where he can block Commodore's attack to Zaxby's. Commodore can always simply ignore Scooter's galley and attack the city. The positive thing for the Scooter is that he gets a one turn warning, which enables whipping/reinforcing (can't remember what he has in the city and in the production box).
And by Scooter I refer of course to the whole team.

Scooter will naturally unload and attack. He has a unique chance to kill a 4-move galley.

I'm not entirely sure, but if he loses (I don't disagree that attacking is his only course of action) he loses Zaxby because I can't see any defenders around there that can reach the city, and the only thing he will be able to whip is a warrior. Nor will Zaxbys culture expand to unveil the generican galley.

Zaxby's has a mere 3 turns left on an axe, it's safe. Whether or not his units on the galley will be safe will depend on if he spends the first movepoint moving 4 or 7 on T98. If W, he can drop off his units on the tile 74 of Zaxby's, and they can make a quick march back onto the road network. Afterwards, roll for 2 v 2.2 odds with the default galley vs 4-move supergalley.

Yeah, exactly my point. I'm sure scooter will guess that the galley is not empty, which justifies easily the attack even if the city was not in danger.

I think even with an axe Zaxby would likely fall.

The axe with 3t was whipped, I think and loaded on the galley this turn. If I understand Scoopin's plan, the city is starting a new buld and currently empty.
Edit: Confirmed, the city is empty on t97. He can whip an axe next turn, though.

Am I reading this right - Galleys made the same number of hits, but Scooter's galley was hitting for 19 instead of 20 - and that's what allowed Commodore to win? Was this difference caused by the 10% defensive bonus in naval battles?
