Just noticed this while playing an offline game with 2.0.7.6 (to test out the mod for PBEM 68):
If you build the Apostolic Palace, you get the "Religious Victory" option even if it's not actually valid. For example, in my game of 6 total civs, only 3 of us have the AP religion but the diplo victory option shows up. Out of curiosity, I picked it, the other two voted for me, and it said it passed, but the game does not treat it as an actual diplo victory.
To me this is a minor defect that the option is available when the criteria for victory are not actually met, but I'll leave it up to the experts to decide for sure.

It's been that way for a while, at least since 2.0.6.4, probably before then. The game continues regardless of voting outcomes so it seems to work as it should even if the option probably shouldn't be there in the first place. Not really worth the effort to dig it out of the code if it's not impactful at all, unless someone just wants to.

Yeah, it doesn't affect the game one way or the other, except to give you false hope.

on a bit of a tangant following some thoughts i've made on 68, I think it could be considered if not Monuments should get a tiny buff. Charismatic have no explicit need above everyone else to build them anymore, while Aggessive can replace them with Barracks which does the exact same + more for the same price, and Creative have never needed them, and won't even with the slight nerf to +1cpt.
Which is 3 out of 11 traits, which is exactly half the leaders (26 leaders out of 52) which either have no reason to build them, or have been changed to not actually having an extra reason to build them

What if monuments gave 2 culture? It would require that a duplicate Monument building was created, to be given by Henge that only gave +1 culture so that Henge doesn't get a lot stronger but that shouldn't be difficult.

a thought i had would be to replace Monuments with the Vanilla Stele (Ethiopia UB), which would fit nicely with the considered change to them making them be Monuments with +2 Merchant slots.
Or would this be far to powerful?
If the concern is that Henge would be to strong, couldn't this somewhat be fixed by raising the price on it?

Honestly, the barracks change is one thing about RtR / SMEG that I wish would be reverted. I'd rather have buildings with single features than ones that become jack-of-all-trades. And there are cases where a monument is worth building in BtS that get stripped away in SMEG / RtR

Sian meant the original Stele be the monument (+25% culture IIRC) and the new stele stays at +2 merchant slots.
