In live multiplayer, there's that 8 second delay before a unit can be moved twice, right? Does Pitboss work that way too? If so, I wonder if I can find that 8 second value and mod it to, say, 4 or 8 hours.

You might be able to mod it via the DLL. I haven't found the value anywhere in the XML.
If you found a way to express it in XML though...well, that's any thing for your to do list for the RB mod, T-hawk

I agree. I figure if I've given you 6-12 hours between moves, I'm not seeking to double move you, but I won't go out of my way to be sure that I don't double move you.
I guess I'm not 100% convinced that scooter's scenario A is bad form? Is it b/c he tries to use Civstat camping? If I move at 12hrs on the clock after you end turn, and then show up around 20 to 21.5 hours on the turn, I fail to see the problem?
And I will often get only one window a day to play my turn; I can't always skip that window without risking missing my turn.

My opinion is Situation A is against the spirit of the rules if the player is intentionally watching the other players' login and then intentionally double moves. However, if it works out to be a double move that's fine. For example, Player A could move the warrior next to the two workers. Then 8-12 hours later log in and play and see they're still there and snipe them via a technical double move. The difference is that the player didn't game the clock to force a double move.
That said, there is always going to be some grey area around this. Personally, I'm not double moving anyone on purpose when I'm the turn player. In fact, I haven't even been double moving these early turns becuase of my understanding of the rule.

In essence, the rule is "play like you can't see logins at CivStats."
In fact, is there a way to make that invisible to everyone but an admin?

Yeah, don't hook the game up to civstats...
Though to be fair, I doubt it would be technically difficult to actually create a program, installed a server that just sent out emails from a generic gmail addy once the turn rolled.
