How to police the rule of no city gifting while at war? Pretty straightforward, I think . Actually, there should be no need to police at all, since such gifts would not be allowed, for them to occur two teams should make mistakes - both gifting and accepting one, not very likely, I hope. If the disallowed gift would occur anyway, reload.
The other rule I was proposing was as you say, to have a minimal period city is owned by one civ. I thought more of 50 turns, though.

I am not sure which one you mean. But please feel free to post my as on any civ forum you know . I completely agree with Lord Parkin, our game will be much more interesting and epic if we get more players to sign up. Sign up deadline is 8/8, so please post soon.

Why?
Don't be a jerk - rule works well for city gifting. Classic jerk moves include gifting cities away to prevent them being captured and when losing/getting bored to give them away for other players. Here you've also lurkers to assist when in doubt. Just ask before gifting/recieving.

So that is what I have problem with - I am still do not know what are the "classic jerk moves" . Asked many players, opinions seem to vary.
As I said, I have been there before - was getting very different answers .
So, Plako, Caledorn and all other players experienced or not - state what kind of actions you would not like to see in our game . In other words, what do you consider "being a jerk" in a MP civ game.
I have started with my list of "jerk behavior" I would like not to occur:

You're naturally free to declare as many rules as you like. However you probably still want the "don't be jerk" rule. There are casual players that won't even bother to read the rules or forget them, if there are too many of them and then there are very competitive players that will use their time finding explotative loop holes from them. You can't serve them all with any reasonable rule book.

I think the problem is that nobody is trying to be a jerk intentionally, but some things we do come this way.
This is going to likely be an almost year long game, requiring a lot of commitment - I assume every player will read the rules and will intend to respect them . If we will not be able to agree on a set of rule or will plan not to respect them, I think this game is doomed even before it started .
I am sorry, I am pretty sure I came as a jerk in this posts about rules - unintentionally, of course . I am not trying to unilaterally declare any rules, I am just trying to get opinion from every player what things would ruin their pleasure in the game and hopefully we will all commit to respecting them.
Of course, we cannot foresee everything and "do not be a jerk rule or we will ask Plako to rule" will be necesary, but I am just trying to lessen your workload, Plako .
Some of these things are really non-intuitive, at least not to me.
