Sasserine is ruled by the Dawn Council, as a benevolent oligracy, led by the seven leaders of the seven noble houses, each the 'head house' of one of the seven districts, supported by the main churches of the city (Wee Jas and Kord), the city is policed by each district's own district guard watch which answers to the Dawn Council ... Each district Guard Watch tends to act somewhat differently (as per Booklet statements).
Fighting in the open streets tends to get civilians calling for the local guard watch which toss you into the Jail and then consider from there, having a noble patron that stands in for you gives you a certain leeway, as far as the Noble is acknowledged as an honorable/respected one (or comes from a house with the same qualities) and/or deep pockets for paying for bail (or burying it in red tape depending on the situation). But fighting more 'privately', largely tends to depend on if the Guard watch gets a sniff of it, and whom they claim the offending part ... given that its Lavinia's ship and given that you're hired by her that should give you a large leeway.
Its generally fairly easy to rent an room, although outside of renting rooms in Inns its not usual and people would likely ask for enough up front that it aren't realistic in your position
Merchant District is without question the city's ant nest through which most of the trade goes (if by proxy, and directly moved from warehouse A to warehouse B), and where the vast majority of non-natives are running around ... and just about the only thing that can't be found in Merchant District is the few things that are out right illegal (of which the vast majority is accessable in the cesspit that is the shady streets of Shadowshore), blending in with the crowd is easier than not blending in as long as you don't try to access places where the crowd aren't going (say the far end of certain piers solely controlled by say a trading company or the like. Pier 5 is mainly used by the Gondolieers guild, as per the way station for public transportation between the districts)
People often goes fishing for enjoyment and in the more maritime districts (Azure district in paticular) owning a boat is quite common, and its easy to find a place that rents out boats for money, in general people go around doing whatever people in a coastal merchant trading city tends to do really ... looking at curio shops, drinking in one of the many taverns, (or getting thrown out for losing to badly at gambling unable to pay up) frequenting the Arena where Gladiators fight against each other (allways non-lethal, with Clerics of Kord attending as medics) and/or captured Monsters from the interior Junglelands
