If we plant on the plains 1S of the cow, we do actually deny anyone the ability to get that fish. That would also be reachable from one turn after landing on the grass. Wait... no... looking at that map again, I forgot we'd have to walk one tile farther than I'd thought...
On the other hand, the food for any city around there is going to be pretty bad, no matter how we slice it, as I recall us discussing.
Actually, if we plant on the forest, we get the same effect, because that hill is an illegal city position. It'd cost us a turn in actually getting the city down, of course.
I personally want to steal the spices from yuris, because, as far as we know, it's his only access to them. (Yeah, I know, he needs Iron Working and stuff... but still...) On the other hand, if we actually think we'd be getting a great artist soon, that corner plant would be excellent for culturebombing one of Yuris's cities. I'm less than convinced we can do that before he's gotten sufficient culture into those cities, though.
So, my vote is either for putting it on the rice because it will be faster and give a way across the land bridge or putting it on the plains because it adds another food to the total food we can get and grabs us the most open space. I'm leaning towards on the rice because the advantages of the other one aren't really that great, because it overlaps a bunch with Yuris's cities, and any culture fight we get into will be, ultimately, pretty useless. (Also, seeing as he's got a religion, he can bring more culture buildings to bear, if he wants to...) Actually, I guess on the forest isn't that bad, as a compromise that denies the fish and doesn't fight as much over tiles. Then we'd need to go work the rice with a citizen still, which, when we're happy capped, isn't that great a proposition. (I guess we'll be raising the happy cap soon, though.)
