Seems like I should send my guess on the distribution of civs on this map, before we get the ruling:
Ie, we can find the various starting positions in our "diamond" at about 16 tiles away from our starting point, going NE/NW/SW/SE, at 28 going E/W, and noone but ourselves if going in a straight line N/S.

I think almost the opposite plan is called for. If he bans it I don't want him to say a thing, since as soon as he spells it out there's about a 100% chance sommer will instantly do it and then communicate offline about it. If it's allowed I could be convinced it's more fair to just tell everyone...
@seven - I guess I don't understand the purpose of giving a blanket benefit of the doubt to known scoundrels. Even at RB I know certain players will tend to act in a certain way. That said I trust most of them enough to not ruin a game that I play with them and have a good time. The same can't be said of everyone in this game, so while I made the call that playing in such a special game and dealing with crap > not playing at all, must I pretend that folks like sommer are saints?

Telling the team that the cheat is untraceable, then promptly telling them how to do the cheat makes no sense to me, but whatever. If I'm reading it correctly though he's asking teams opinions on what he should do before he does anything more, should we come up with a response to his plan?
Also, out of curiosity, is this something that could be fixed via a mod? Could we update the mod we're using now?

As far as I understand it, he wants to reveal how it works to everybody and then ask each team to make up their own mind.
I agree, this is a rubbish ruling.

I can hardly parse that ruling. I think it says: "this exploit is disallowed and we will not say what it is".
