Specifically, I'm wondering if the culture on the tiles NW and N-NW of the gems indicates a new city, and if so, where. I think maybe those tiles were neutral last turn.

Yeah, it should be 2NW of the gems. (The tile north of the two visible culture tiles is not visible because it's more than one tile in the fog, like the dazed scenario we discussed earlier.) Not sure if that makes sense as a city location though, so it could be an older city's third ring.

Thanks. I filled in the missing tiles in my long-abandoned sandbox, here is the territory between Zakalwe and Dazed:



As you can see 2NW of gems seems unlikely, so it's probably the second ring of a city where I've put the City? sign.

Completing the sandbox also told me that the sandbox has 636 land tiles, but our score mouseover in the real game tells us there are 644 land tiles. This means that each of these peaks has two land tiles around it.



We can tell from tile bleed that one of them is NE of the peak; the other one is probably either 1N of that again or something like 2S of the peak.

Zak recaptured Pita using Horse Archers. At least he lost some in the process.
Not sure what our strategic response should be. Steady as she goes, most likely. This does make our northern central island more vulnerable though.
