I'd hope it was seen; it's a benefit of aggressive, and a known bonus for Inca typically...does make Chm even better in the endgame if you were smart and stocked some swords.

I think the point is that it makes the commando promotion more attainable.

Seems likely that by the time you are building grens youd have better civics or settled generals to make up for the inherited c1. Even if not, paying unit support on a niche unit for literally ages... seems fair to me.

This would only be relevant for GG upgrading of old swordsmen, and GG commandos are already a threat at that point regardless.

It does bring the XP needed down to 17, 13 for CHA. (AGG does not exist in ToW). So you could do a 2-for-1 in some cases. But you would need a GG, yeah.
Another esoteric possibility is to get Theocracy or Vassalage before Machinery and mass-produce amphibious units. Seems like it would require pretty specific circumstances to be wortwhile.

I don't think Mack need C1 on his strenght 14 grenadiers to wreak havoc amongst the longbows and elephants his opponents are fielding (especially since Mack seems to have the same amount of production as the rest of the world combined).
I'm not seeing the big advantage of this strategy. You invest more to get just a little advantage over what a 2-mover stack could achieve (and, in some cases, like movement inside your own borders, a disadvantage). Why wouldn't you just go for Cuirs and Cavalry, instead of Commando grenadiers, using the upgrade money as research?

Well, railroads make commando units an unholy terror, but I guess that's not super relevant if you're the tech leader and just getting to grens.
Fear cuts deeper than swords.
