Stateing it like NH says it just makes us look nasty and untrusting and insinuates that they are the same as well- just say it like reggorrar says IMO, it accomplishes the same thing while building our relationship.

If they ask for a fourth Missionary, we explain the misunderstanding and return the Archer. Why give them the opportunity to claim the Archer is for a fourth Missionary? If you do a Karnaugh map on the outcomes, your approach can cost us an Archer but never gains us an Archer, whereas regoarrarr's approach can save us an Archer but never cost us an Archer. In no case do we provide a fourth Missionary. Darrell

Well the problem is I'm not exactly sure how I'm supposed to communicate that to them. They don't have a team email which is just mystifying to me and stupid. All they have listed is the personal email of Tatu, and if he's unavailable or something then they're really only giving us diplo window as a choice. This team is ridiculous.
There's no harm in mentioning that we'll be swapping out of Organized Religion next turn and we don't have any Monasteries built, so we won't be able to train Missionaries for some time to come. That should forestall further requests for at least a month.
scooter, I can always type any message you post here into the in-game chat window. That's an incredibly stupid way to carry out diplomacy, but we can do it.
In the larger picture, this team does appear to be rather delusional. They keep issuing demands of their neighboring ally who's vastly stronger in every conceivable metric. I find it irritating; in their position, I would be very humble and do anything possible to stay on the big gun's good side. I genuinely wonder if they realize just how far behind they are compared to the top teams. I mean, this is the team that's still missing a granary in half their core cities... The belief that a Drill II archer (an ARCHER!!!) is somehow something valuable that we would want to have cracks me up.
How about something like this:
