Actually, I'm curious about this, I've never driven outside of the US and Canada, is there a similar informal rule in countries where you drive on the left side of the road, except reversed?

I don't know, but in Norway we have the same as your informal rule, except it's formal.

I thought it was formal in the US but just generally ignored. The US is a very car-centric nation and the roads are there just for 'me' (don't you know!).

Traffic laws are almost always enacted at the state level in the US. Driving faster and passing on the right is a ticketable offense in some states but not all.
