Updated. I agree with the sentiment but sadly this seems to involve more player reliability than the rest of the rules, when I was aiming for less-interpretive. If anyone has a better wording please let me know.
After talking with German Joey about the map some more, I think leaving barbs off will be the most fair option for the players. This is going to be due to the fact that some players will be bordering a lot more potentially unsettled land in the early game than others, and keeps those players with more fronts to watch out for from having to watch for barbs as well as players.

Does anyone want to volunteer for assistant game admin, in case I'm not able to come online for some unplanned length of time and the players need a ruling on something?

yes yes, it's in progress, a little behind schedule due to some irl things brick and i have independenly had to deal with, and also because i spent like all of monday and tuesday embroiled in PB18 flame wars...

at any rate we're workin on it as hard as we can! it's a really ambitious map and we want it to be balanced!!!!
