Why are we so eager to reassure these guys? How does that possibly benefit us in any way, now or ever? Even if you're right and we want a NAP renewal with them, we're more likely to get it if they perceive us as dangerous. If we make it abundantly clear, as we hae so far, that we would NEVER EVER EVER attack them, a NAP has zero value to them and they will continue openly doing things that jeopardize it.

It benefits us, because it means they won't buildup in reaction to a perceived threat from us. If they think that we are going to attack them, then they will buildup military in response. We don't want a neighbor building up military, especially considering we are planning to use ours on the exact opposite side of our empire shortly.
