I promise to stop spamming hte thread now...
Finally won a 4v5 game on the short side, and out killed the other team 61-26 (74-21 on the assists to explain how), and got 450 minion kills. 2 IFs, 2 Phantom dancers, Berk greaves and Warmogs (who needs mana regen when only thing you want is Ricochet?)

The most frustrating games are when the players are basically competent and get an early lead, but once level 10 or so hits half the team are playing primarily to get kills and the other half to avoid dying resulting in the loss of all 5v5 fights, and both sides continually blame each other for being cowardly/suicidal.

450 minion kills Highest I've seen.
What is an IF?
I've been meaning to try a ricochet-oriented build that relies on getting Warmog's->Atma's->Warmog's (after boots) and acting as a tanky pusher with great team fight damage. I did try it once, but our team was very bad, couldn't get a proper feel for the build. Felt expensive, so I need to be able to farm. Will try again for sure.

Anyway after the game I think 4 out of the 10 in the game were not level 30's, 3 on our team (Sullla, Cull + myself) and one person on their team.
While our Heimer wasn't the greatest player around, I think he did raise a valid point regarding our defensive play, we outkilled the other team with ease for the first hour of the game but too often didn't push lanes + take down towers as well as the other team did. We really didn't take advantage well enough when we were ahead and once the other team caught up in farming we wre stuck playing 4v5 and 3v5 at times.
Well, my post was not 100% serious since of course I don't know who played, but from Sulla's report it sounded like Heimer was single-handedly ruining your game. If you don't think that was the case and your own team's strategy was rather flawed, I can't argue with that since I was not there and have not seen the game.
Also I would like to point out that I believe levels don't say a lot about how good you are, since they only resemble the amount of time spent in the game, not of your skill. Doesn't the game actually pair you up by some hidden ELO based on your performance ?
And actually the matchmaking system is sometimes rather weird. I had the case were we had one solo queue team around level 15 and the other team had three level 15 players, a level 30 and a level 5. So the average level was very close, but the ranges inside rather crazy.

IF = Infinity edge. Not sure how to build a tanky Sivir - or why you could do that when you have someone like Mordekaiser around who can be a tank (warmogs/randuins+Force of Nature, boots of swiftness or Merc treads, and Zhonyas+another AP item), and can turn a 5v5 into a 6v4 with teamwork.

I've seen a game where level 30s and level1s were put together against a team in the teens before.

Infinity Edge is usually referred to as IE or I-Edge.
The tanky dps Sivir build is interesting because her autoattack range is small for a ranged character, so she could use the survivability. I've never really played her, so I can't comment on what is best, aside from saying that Miss Fortune/Tristana/Ashe/Kog'Maw/Twitch/Corki are better than Sivir. But you seem to be doing quite well with her Krill, so keep it up!

How does Vladamir work? I've seen some people really pull off playing him well and others that just sucked horribly. I'm assuming he isn't someone who is looking for an easy to play champ?

Why anyone would build a tanky Sivir is beyond me. There are other champions that are better in that role, and you really aren't taking advantage of Sivir's strengths. From what I have seen you optimally want Sivir to farm as hard as she can in the middle lane for at least 20 minutes. As for items I would stack Bloodthirsters, get one LW and one tank item (Warmog's or Banshee's probably). I see you use IE Krill, but perhaps you could try this build and see if you notice any difference. Your damage from Ricochet and BB should reach quite high levels.
I know Sivir has a reputation of not being a top champion, but if you manage to farm well you shoiuld be a good source of damage.

I really like Vlad and he is actually the character I play best (that may not mean much ). I feel he is actually quite forgiving, since even if you screw up you can get out of trouble with sanguine pool. I like him for the following reasons:
a) I play solo queue and I wanted a a character with a decent escape option in case my team screws up. -> Vlad has pool = excellent escape
b) I wanted some sort of healing -> Vlad has transfusion
c) I did not want to run out of mana quickly -> Vlad uses his health for spells, and he can regenerate his health for free thus basically laning and harassing indefinitely
d) Ability power gives Vlad health and health gives him ability power. While he is not a tanky char, he is straightforward to build through stacking AP/HP. Rylais is a must.
e) The ultimate is useful for the team (in case you play with a team that knows about Vlad's ult) since it increases all damage on infected targets by 18% on the highest level.
So IMHO, he is a hard to kill, self sustaining caster, but you don't do the endgame damage of a good physical carry and if ult is on on cd you can't do much.
Biggest mistake I see online is the use of pool. Pool is for escape or securing a kill only. Many new players start a fight by pool-sliding in the middle of the enemy, randomly dropping their ult and getting killed. Usual killing sequence is: Wear opponent down to around 50%, go in and drop ult, drop ignite, transfusion, tides, only now you pool and when you come up transfusion and tides should be off cooldown and secure the kill.
