I don't remember what Jowy had left after the attack on Catwalk but I think it is unlikely he could have done better than what Catwalk offered. He has 3 surviving catapults plus whatever is in the northern stack vs. whatever Catwalk could draft in defense. Without collateral support, Jowy would just waste his units against the stronger drafted defenders inside cities with cultural defense.

I agree that taking the surrender loot now is the best option for him, but it's also the best way for Catwalk to recover. Catwalk wasted huge amounts of time and resources in this war, but despite that is still far ahead of Jowy. All he really lost here is those two junky, foodless island cities, 2 wonder resources he's likely never to need again, and the pop from drafting. (imo the biggest loss) As the drafting unhappiness is likely only a problem with WW stacked on top of it (from the unit numbers he posted, I don't think he triple drafted any city), and since Jowy wasn't able to damage Catwalk's core, it seems very likely to me that in 25-30 turns Jowy will have to face the same situation, except now with his catapults and horchers facing off against drafted rifles instead of drafted muskets and maces...

I don't see how anyone else could realistically catch up, but at least Mardoc seems to think he has a shot.

My view (take for what it's worth) is that in a tight game like this, if your advantage relies on a tech lead, you need to show you can take advantage rather quickly, and and it's usually far harder to attack than non-master players think. And it's really easy to screw it up. Especially with four or five neighbors who can react to the situation. And it's a temporary advantage, though by no means as temporary as with the insane known-tech rubber band effect in PB13.
