The whip calculation has it wrong. It is doing each modifier separately ...
70 + 70 x .25 (rounded down) + 70 x .25 (rounded down) = 90 + 17 + 17 = 104

probable. I was an exact 3 pop whip from completion (105h).
I think remember the game came out with a whip bug where the formula to calculate the number of pops was different from the hammer generation bug. People worked out that if you put 2h (exactly) into a forge it would whip for 1 more than required, and the extra hammers would go into overflow and pick up the +25% from the forge. Someone managed to get all / most of their cities in this state on a single turn and had a massive hammer overflow.

Almost definitely the 3 priests. Pretty sure the percentage is just straight up a count of each GPP invested (where each GPP represents a lottery ball), so shorter is in your favor because it's less time for the non-prophet points to accumulate. What I don't know is how the last turn of accumulation is handled. If you're at 195/200, I'm not sure how the game evaluates which 5 GPP to put into this great person pool, and which of the goes into the next one. So YMMV if that's a factor here.

I might take a run at converting those percentages into balls ... and take a guess at what it will move to next turn.

Found and fixed this. Very interesting. BUG uses a method from the DLL called calculateTotalYield here. This does count up all yields in all yields for the three yield types. Now this is a method from the base game, but there it was only used for the food and production graph. Most important it did not check if the city is in revolt right now. I've integrated a check, which has the following consequences:
- Buildings section in the finance advisor displays no correct
- Cities in revolt do no longer contribute to the production graph (I consider this a bug in the base game)
- Cities in revolt do no longer contribute to the food graph (I consider this a bug in the base game)

I'm not so sure about the last two. Agree that you shouldn't get any production / food out of those cities ... but I think the values should be in the charts. Is your score impacted by a city going into / out of revolt?

GWall landed T110. Current T147 ... so 37 turns of 2GP for Spy ... that is 74 pts out of 175.
I ran an engineer for 1 turn ... that is 3 pts out of 175.
I have been running priests for the past few turns ... say 11 priest turns ... 33 pts for priests.
That leaves 65 for Scientists ... or 22 turns of Sc.
37 x 2 + 1 x 3 + 11 x 3 + 22 x 3 = 176 (close enough)
Total turns = 37 + 1 + 11 + 22 = 71
Probabilities ...
Spy 37 / 71 = 52%
Eng 1 / 71 = 1%
Pr 11 / 71 = 15%
Sc 22 / 71 = 31%
That is not very close. Maybe the balls are turns x GP points?
Total turns = 74 + 3 + 33 + 66 = 176
Probabilities ...
Spy 74 / 176 = 42.0% [43%]
Eng 3 / 176 = 1.7% [1%]
Pr 33 / 176 = 18.75% [19%]
Sc 66 / 176 = 37.5% [37%]
That is close enough for government work. So ... basically, add up all of the Spy points and divide by the total. No need to think about balls at all!
Scooter was right ... less pts from non-Priests means more chance of a GPr.
