Since he isn't teching Archery ATM, I figure he would probably be well advised to say "yes." Plako could probably do a lot more damage than that, and he needs to use that settler ASAP. It might take actually seeing 2-3 axes to get him to agree though.

Well, yeah, it's the most advisable course of action, but will he take it? Will he try to negotiate something slightly different? Will he try to set up a settler/worker exchange program? Will he try to add in a long term NAP? Will Plako try to extort workers?

My gut is that plako feels a little bad about the hand that was dealt WK and won't try to push for much more in the deal than that.
And I do think WK will probably want a long NAP, or at least I would, although is it really necessary? When would plako have a better chance of truly destroying WK than right now in the next 50 turns?

It's going to need alot of axes, and possibly even swords/cats to dislodge hill archers. Sparta is an awesome city, it has decent production, tons of commerce potential, and its borders are going to make it a pain to defend the capital. Move in diagonally, cut the road connecting it to copper, and you can press the capital.
Extorting workers doesn't even appear to be on Plako's mind, so I don't think he'll get any concessions that way. Plako has more land, better land, and he's better off consolidating his gains and coming back later to finish him off with an era of tech ahead of him. WK doesn't seem to be a great player, he seems to lack MP and mechanics knowledge, and his decision-making seems lacking. Of course, Plako knows none of this, so I don't think he'll underestimate WK. And I doubt WK will inform Plako of the reason for his 1000point power drop!

I think plako was very shrewd in making the offer. He could maybe get some Workers out of it to boot, but the most important thing is securing the border and getting the city. He needs to focus on building up, a lesson I learned painfully in another game.

WarriorKnight is doing okay in PBEM8.

He was dropped into this without even a spoiler thread to guide him. He was trying to get up to speed with the game, while plako already had a plan. So far, things are rough for him, but the blame for that clearly belongs to his predecessor.
Meanwhile, I'm not sure this settling deal is all bad for him. It's great for plako, obviously, but WK has a lot more room to the north than he realizes. His nearest neighbor to that direction is the zulu... And they're all the way at the north pole.
