Just to clarify my statement here, the "too" means "in addition to sending an email." I just realized that it could be interpreted to mean "like I have just done" (i.e. instead of an email) which isn't what I meant.

Yes, it is. I checked civstats and when you tried to connect Noble (or Serdoa) was inside. May be, that was the problem. He is out now, you may want to try again.
