Were you doing ancient starts? I think it's the classical start era reducing the number of points as I'm also getting the reduction on standard sized maps.

Just checked, it's the difficulty which decreases the number of starting points. So if we wanted to start with 420 points on Monarch, we would have to set it to 467 points. Easy enough solution.
