Yeah, I should probably comment on that. I usually look at a map as a series of nodes. Outlier and the two other dots are one node. There is no real way to split them, one player gets all three of them, and everyone else gets nothing. So yes I will take those other two sites asthe furthest east i will settle, and go south which is worth another 12 cities.
I'll probably build 4 turn settlers out of Blind Study after the forge, and let the other cities chip in the workers, work boats and missionaries. I'm still considering how to balance expansion with tech.

Alright, I'm thinking so I should document. I don't like having to do the same job twice, and I sure don't like thinking the same scenario through a second time either.
I only need 9 settlers for the south, two for the east, and one filler in the west which can be built whenever Methodology is a decent size and can give up the food.
Now I'm thinking if it's worth essentially double whipping out the next 11 settlers over the next 10 turns, rejig the military slightly, find a way to get another 4 workers (likely chopped), and somehow grab CoL.
I only have two workers dedicated to Outlier. That's all that area will actually need even with two new settlers. I only really need four workers to build a road, then another 2 or so workers to get the chops in for a palace jump.
Forbidden Palace goes in Methodology. It has 6 forests and it costs 200 so no production is needed. FP needs 5 courthouses. With OR they are three pop whipps, I would whip the north western cities (Quantum Effect, RCT, Placebo effect which I missed but has five food resources, Methodology for the FP and Observer Bias).
The palace is 160 hammers. There is a central location, off the coast with 13 forests, so it's trivial, just worker micro.
I need to bulldoze my way through the barbs. I already have a 4XP W1 axe and another on the way, so the rest is supporting axes and shoring up defenses at Outlier and on the road to no where. The granaries are down at Correlation and Causation, the last pig will be hooked on T88, so I can stack whips, easy double whips into axes and workers. Reproduceability needs the two workers dedicated to it for a little bit longer, but in reality this is achievable.
I can get easy double whips for settlers out of:
- Quantum Effect
- RCT
- MonteCarlo
- Peer Pressure (Not even that painful)
- Observor Bias
- Methodology (Eh...I'll think about it but I probably can)
- Placebo Effect (but I wouldn't, the food is better put to running 2 scientists, 2 merchants and an engineer to get beakers into techs)
That's 6 of the 11 settlers. And I'm almost at the conquerors plateau, so I'm going for it.
Thoth is researching Compass, but I'm going for this.

I just realised there is a barb city 1E of the southern iron: you can tell because there used to be a forest on that tile but there isn't now. That invalidates a couple of the city locations (it would have to be raised anyway), the problem is I'm going to have to send a four swords with back up to clean it out ASAP. Something else I need to whip...

Does anybody know what happens with calculating city maintenance on a turn you build both the Forbidden Palace, and then the Palace? Does city maintenance get calculated after each building is created, is it calculated after all production is added? I imagine if a library has no effect until the turn after it is produced, then the city maintenance isn't recalculated along the same lines. Is it city maintenance>gold/tech/culture>production>food?

Charriu went through this in detail, but for this case: First, maintenance is calculated, then the slider is adjusted to add more gold if necessary, then gold and research are updated, and only then does the game go through city by city updating first food, then growth (but the new pop point from city growth works no tiles and isn't a specialist, producing no yields) then culture, then production. So by the time FP or a Courthouse is built, the maintenance for that turn has long since been calculated and paid, and they only apply to the following turn. (Also note the pop growth before production means when growing on the same turn you're producing a foodhammer unit, you typically add less production than expected by 2h because the new pop point produces nothing but "eats" two food that would have been converted into hammers. It doesn't eat 2f of normal food regardless of what you're building because food is calculated prior to growth.)

Thanks Ref, I thought that was the way it would work. Given I jumped the palace from one end of the empire to the other I think it was best I finished both the FP and palace on the same turn, It might only have saved, say, 60gpt but the next three cities cost 10gpt total (as they pushed me over the conquerors plateau) rather than 12gpt each.

EoT104 I completed FP and the palace and got my economy onto a half decent position. My crop yield is now pushing for #1, and I have more cities to settle, however I should be concerned that top land is still 50 tiles over what I would be able to claim. My power is dreadful and I am starting to put some cities onto real military builds (even if only H'wacha). I will have one great person in a couple of turns, but I can't justify a GA right now.
If Thoth invades I'd probably say Commodore has this: I know that I can defend with this empire long enough to frustrate him, and I doubt Pindicator or yuris could defend well enough against Commodore in comparison. The only way I think Thoth manages is if he runs a true alpha-strike with galleons, but he lacks Machinery and I think I can match him on the run to Optics now, plus I have more food. I've just finished Construction and Calendar (I need the happy now, some cities are running 40 turns of whip anger, but once I add in a forge and market, plus the calendar resources I'm looking at +6 happy and that problem goes away. The question is if I have enough turns. The entire south is forested so is food and worker turn limited, it basically will not get whipped.
If Thoth doesn't invade then I'm going to just sit back, get out a caravel sentry net, build crossbows and make sure each city has a granary, lighthouse, market, library and forge. I think I don't need more court houses now. Growth uber alles, as this is Vicky with an FP down and Mids.

I guess you picked up a notable passive skill "get bonus x but can only produce food"
