That was my oversight, sorry guys. I can probably get to the map to change it out late this evening, or Mist/Sunrise/T-Hawk/whomever can do the WB swap real fast.

I've got a suggestion/request for the other teams. I'd recommend assigning a "historian" of sorts on each team to keep a table of contents highlighting key events throughout the game - similar to the table of contents that was made for Spullla's PB2 thread. Links to key decisions, moments, state of the empire updates, etc. Digging through a big messy forum after the game can be really confusing, but if you have one updated post with tons of links in chronological order, it makes things much better. Plus it's yet another way somebody can contribute.

I'm not really sure how much of an "oversight" this is though. It was never discussed during the game setup details or anything like that. Civ's that don't normally get a Warrior are getting one to start, and ones that don't normally start with a Scout are getting one to start. Giving one team a Quecha just because they chose that Civ is a bit of an added unbalanced and unfair start for the game.
If they wanted to get a free Quecha, then they should have brought that up in the rules discussion before the game was set up and not just assumed it would be the case. Kind of like how we double-checked the questions of Ivory regarding picking the Khmer.

Exactly, Inca starts with a Quechua and should be given an additional Scout = 1 Quechua + 1 Scout

I'm not really sure why you guys think Inca wouldn't get their warrior replaced with a Quecha..? In every game we've ever played with Inca they get their warrior replaced with a Quecha. That's how Civ4 works. I don't think it's necessary to screw them out of their Quecha because of some technicality in the way Commodore worded his sentence .
I don't think anyone is suggesting they should start with Quecha, Scout, AND Warrior... just replace the warrior with a Quecha.

So, is a reload confirmed? I have Darrell asking me to end turn so the Trolls can move before the reload

I was just stating my own personal opinion. But I've only been on RB for a few months (since PB7) and this is one of my first times with being on maps that are altered to such extremes. So I'll leave it to the rest of you to actually figure out.

You've missed my window too . Hopefully one of my teammates can handle it.

I'd say it's confirmed based on Commodore saying it was an oversight and not a design decision. Though again, you guys can feel free to end turn and carry on so that re-doing the turns is just a matter of repeating moves which any team member can do.
