I haven't had memory problems playing on any kind of map since I dumped 32-bit Windows years ago. And map size shouldn't be much of an issue for the pitboss server, since hosting doesn't use a ton of memory anyway (it takes a lot more RAM to play the game with graphics running than to run the pitboss instance).
I'd probably want to keep water to a minimal amount in the map though, because as we saw in PB18 a huge game ends up taking a long time to load up, so removing unneeded tiles from the map can only help, even if it's a small amount.

Double moves: Don't be a jerk. Peace time or when you're not planning to start war play as soon as it is possible and most times no need to be taking into account potential double moves. During war preparation turn and war times double moves are not allowed. Make every effort to slot into the natural play times without playing go first/go second clock games.
Other:
* Turns, at least in the first 150+, will be played within a 26 hour period. Anything not played will be covered ideally by a roving sub, either set up beforehand or just taken over. If you and the lurker-helpers miss, you miss.
* No trade window use for anything except real offer(s).

Also, what about city gifting. I'd suggest "don't be a jerk" extended from double-moving into this.
War-time only. Only gift to someone you are at war with. (Don't declare war on C because you wish to gift him your cities because B declared on you and ruined your game and you don't want B to win - cause that is a jerk move)
Purpose is to end a war (because you are hit from multiple fronts and need one side clear? because you want need to tech just 10 more turns? Because you never wanted that stupid island anyway?)
I'll still play if "absolutely no city offers" rule is in like pb18, but I'll reserve the right to grumble (more) about it in my thread.

Could be. Although maybe just "check with the Lurker Cloud before making an offer" would cover fair play. Honestly, I think a massive amount of the grumbling would be saved by the "only make real offers" caveat.

I think most people prefer the latter, and PB18 proves the former is...helpful.
