I understand the arguments, but I disagree. However, I want to change a lot of game balance on units, particularly early units, so I'll leave it alone

Slower. I see plenty of nagas with focus magic, so not an issue for AI. Anything on land is slower, due to natural obstacles. Swimmers as fast as triremes? Just wrong.

I think it's totally fine for nagas to be better than bears overall. Nature's isn't strictly better at summoning in that all of it's summons are better than their comparison in another realm. Nature instead has the perfect summon for each situation. Bears are tanks, so war bears need to be defensively signifigantly stronger than nagas, but bears can be much weaker offensively because nature can mix and match it's summon armies with both tanks and glass cannons whereas most other realms, ESPECIALLY sorcery is forced to use a single choice.

Maybe just make nagas cost 1-5 more mana per patch per month or whatever until you feel it's 'right'?
