I'd give the mapmaker free reign. Very surprised at barbs on and HC banned, but I think that our team
e can work fine with that. Monarch is fine by me, and I think that it's okay for WK.
Merovech's Mapmaking Guidelines:
0. Player Requests: The player's requests take precedence, even if they contradict the following guidelines.

1. Balance: The map must be balanced, both in regards to land quality and availability and in regards to special civilization features. A map may be wonderfully unique and surprising, but, if it is unbalanced, the game will suffer and the player's enjoyment will not be as high as it could be.

2. Identity and Enjoyment: The map should be interesting to play at all levels, from city placement and management to the border-created interactions between civilizations, and should include varied terrain. Flavor should enhance the inherent pleasure resulting from the underlying tile arrangements. The map should not be exceedingly lush, but it is better to err on the lush side than on the poor side when placing terrain.

3. Feel (Avoiding Gimmicks): The map should not be overwhelmed or dominated by the mapmaker's flavor. Embellishment of the map through the use of special improvements, barbarian units, and abnormal terrain can enhance the identity and enjoyment of the map, but should take a backseat to the more normal aspects of the map. The game should usually not revolve around the flavor, but merely be accented by it.

4. Realism: Where possible, the terrain of the map should be realistic. Jungles on desert tiles, or even next to desert tiles, should therefore have a very specific reason for existing. Rivers should run downhill or across level ground into bodies of water. Irrigated terrain should have a higher grassland to plains ratio than dry terrain. Mountain chains should cast rain shadows. Islands, mountains, and peninsulas should follow logical plate tectonics.

I don't think Huyana Capac should be banned based entirely off votes.
Only two people voted on him, one wanting his banning, the other not (CFCJF and slowcheetah respectively).
Given no other results (and some voting for banning while omitting Huyana) I would count that as no ban for him.

I don't mind tbh, as long as we know before picking. Monarch is fine.

I can say for a fact that our bans do not include HC because we don't want to ban him, not because we forgot about him.

To clarify: "Espionage: On but spies not allowed and Gspies settled or GA" - does that mean that we can't build Scotland yard either?

it means no spy missions. you can still use ep's for graphs, research visibility, city visibility, or "investigate city" (i.e. full visibility). scotland yard just generates eps, it doesnt do a mission, so why not?

Scotland Yard is probably supposed to be enabled.

The rule is badly phrased though, it doesn't say whether or not scouting out your opponent with a great spy is allowed or not. You should use one of these rules, depending on what your intention is:

A) Espionage: Building spies is not allowed. The great spy infiltration action is banned, and great spies are not allowed to leave your borders.

B) Espionage: Building spies is not allowed. The great spy infiltration action is banned.

Well, the rules states "Gspies settled or GA". That seems pretty self-explanatory for me. Either you settle him or you make a GA with him. You don't use him to spy, you don't use him for missions, you don't do whatever else with him. Well, you can delete him if you want, but lets assume that everyone has that little bit of common sense to realize it themselves. If we want, we can allow Scotland Yard as well, I agree with Bigger that this would be in the spirit of the rule.
