We're Maya so Holkans can be built before copper is hooked and horse will be connected pretty early, so I think a late copper hook-up is fine.

Serious question: is it worth settling the city next turn, if a barb warrior is next to it?

Running it through Cyneheard's calculator, you have 9.96% vs 90.04% (barb win/barb lose). Can you appreciably lessen the risk next turn? By how much?

If you have another warrior or 2+str unit that can get to the tile the next turn, your odds of losing drop considerably; to the point where it doesn't make sense to take the risk. A loss here would be incredibly frustrating. If you're looking at waiting two turns or more because of the barb, well you should probably wait, but I also have gambling tendencies.
