As far as I can see, everything is going as expected. The only slightly surprising thing is that Krill was able to reach as far as WJ so soon, but even that I had in the back of my mind when I suggested razing WJ, not keeping it at this stage. Krill was always going to contest our expansion and do so energetically, you even thought he might have the capacity to ambush our stack -- which implies a capacity to take some underdefended cities, surely.
Attacking Tsargon was still the right choice. If we invested in development, we would have just reversed roles with Krill. Around T125, if not earlier, Krill would be attacking Tsargon, going as far as the capital, and we will be scrambling to put up a response. After which, btw, we would hardly have a window to attack Barteq, as we would have Krill, who knows that we are his main contender on the continent, ready to deal us damage.
Krill is razing cities, not keeping them. This means that, having seen our army, he has decided that he cannot hold onto any significant land. This is good and also mostly as I expected. He is not letting us take any extra pop for free, and that's the right to do -- nothing catastrophic here. I don't think he has the ability to expand into this land, and if he does, we should make sure he doesn't go far, as you say.

I think the land split in the north fine, I definitely agree with letting Adrien expand quite far. Maybe even into the sliver of coastal land that you assigned to Krill, to give him decent access into Krill's heartland and some ports on the key sea.
In the south, if we cannot hold onto the existing Tsargon city, we should re-plant one exactly where you wrote "HAK"
