TL;DR: Jkaen's idea to settle the plains hill is probably correct, although the corn should be shared. Eventually, we will plant on the grasshill 3N-2W of the capital and then 3E on the shitty plains tile from there. Each of those cities can share one of the sheep for growth.

Decision was between pasturing the river sheep first for 4 extra commerce and wasting the worker turn, or putting a turn onto a grass cottage on the way to the non-river sheep. I decided to pasture the river sheep.

Slightly bad call to waste the worker turn. Remember the city will grow to size 3 in just 3 turns, and then it will be working both sheep so it'll get the river commerce anyway.
I guess this means that the starts aren't identical. I'm very suprised that one person (especially an expansive leader) would get a 6 food tile while most people it seems just have 5 food tiles. Hopefully the mapmaker balanced that out with other stuff.
The person with 6 food is probably the same person with 3 mfg. They could be working a sheep pasture tile and building a second worker. That would also explain why someone is still at pop 1.

I had this discussion with Krill. We figured I am unlikely to work the non-river grass cottage for quite a number of turns, so might as well pick up the 4 extra commerce. Maybe it shaves a turn off of a tech at some point. But I could've easily gone the other way.

Nevermind, you're correct. I was thinking you'd be working both sheep tiles, but I guess you can work the flood plains instead of unimproved sheep to get the extra commerce.
