Meh. He misplayed with his fourth city placement. I don't think that the copper city will fall, not saying it's impossible but I think it needs a fair bit of luck with 2 chariots dead, and if they can hold out long enough to get a few WC they should be able to mop up effectively and hold the line where it is.
Still think the game is over for them.
Honestly, JF's floodplains city wasn't that bad, Krill suggestion was 5-tiles from his previous city and that's just too aggressive.
What really kills him is his northern city. He really should have planted it on the plains tile 1SE of his horses. 1st ring horses + plains sheep isn't bad. Yes, he's CRE, but that's still 5+ turns with zero improvements and resource access and that can be a killer. Yes, it blocks off his current stone city location, but he could build another city 1SW of the eastern silvers to get stone. And now he's being completely fucked over by the out-of-borders roads getting pillaged. Like what happened in PB8, JF is thinking way too long-term for his cities and his early-mid game suffers for it.

Gavagai's worked tile woes are due to the fact that he has the tile governor turned on.

I think it happens quite often. Also interesting is what you do when you get down to zero food in the food box - you can work enough food to break even again or you can make every citizen a specialist and starve one pop point a turn. Sometimes the latter works out better in the long run...
