In Eglarest I have 2 axe, 1 chariot and 1 worker. Spearmen is two turns away. TT has one vulture I can see and worst situation is two other real units. That would mean that his whole land and other borders have no army so I suspect he just has one vulture. He knows I have one axe and I won't show him anything more. The spearmen will be careful not to go onto the visible tiles. Next turn my worker moves onto the forest with an axe for escort. He will build road and then cancel. Retreat is best because then his new city is threaten by slow units and his OTHER city can die to chariot if he has shadows as his defence.
Best is I raze 2 city, worst is 1. I am happy with 1 though. I then offer peace and retreat. He might reject but I don't care. This means I can dominate the culture in this area and have a safe border city. He has enough cities still and,if he wants it, peace. I watch his power after just in case. He can still win the game as he loses only a settler and a unit or two. HE still has most cities, same as me. If he thinks he can still win, he might not be turning all to war. If he does, then my border city becomes a drain, but it gets more defenders and I still expand elsewhere.
War is fun to plan. I hope this is not my mistake.
