I've probably made a mistake, when spreading the units. There might not be enough to take Knossos.
WK converted to Judaism .
The number of troops doesn't affect to the costs of Bureau. Converting to it would cost ~11 gold at the moment.

I meant compared to our other option in the tech tree which would be vassalage.
Would vassalage be better cost wise?
Other things to think about: With this much land, a civic that mainly benefits the capitol won't be as ridiculously strong as on say a standard map with fewer cities. In addition the +2XP on all units produced across the board probably outweighs the +50% Hammers in one city.
