I can't think of any legitimate reason for someone to play as a smurf, unless, as someone said earlier, the entire game is anon. Otherwise, just join as yourself and play or don't.
And 9 is fine with me.
To be frank, I don't understand why people make so much fuss about smurfs. Any real advantage smurfs get is actually miniscule as players' behavior more defined by situation than personality or they are just not good players. And setting that aside - why care who your opponent is? "Someone smarter than AI" is good enough for me.
Because if it's a smurf of a player that one person does not wish to play with, then that player is being denied the opportunity to object.

I honestly don't care if someone is using a smurf or not. IMHO, if you're the type to judge a player based on their reputation (or assumed lack thereof) instead of their in-game actions, you deserve to get burnt if someone you assumed was a noob ends up handing you your ass. Always take your opponents seriously and it doesn't matter what their name is.
That said, if a smurf does some real shady shit (or has a history of it, I suppose), like rage-quitting, gifting gold and cities to a third party to spite a would-be conqueror, diplo with unit naming, etc, then sure, they should be outed.
Actually, as we're locked at nine, could some kind soul roll us a snake pick order? Frenzied speculation for the win.
