Not only can it be defied, but the make peace vote only occurs every 10 turns .ie. you may have already lost a border city.

I wonder if Plako will raze and replace Sparta one NE. That would give him a city that could actually grow a bit. It would lose the silver but gain silk and more grassland.
If you know what I mean.

It would also lose the grass forest deer. With +3 from that, +2 from tundra forest deer, and +1 from whales, it's a pretty good city. Shame no one can work the silk, I'd have replaced that other city to the east (can't read name from here).

So could WK, that Jewish holy city was a huge pain in the ass stealing that 2nd ring tile. Dunno what the %Emoticon %Spartan for the tundra tile is though.

Anyone else foresee a luddite dogpile in the not-too-distant future? It sounds like he's having RL issues, which sucks, but he's been pretty uncaring about keeping to treaties and both his immediate neighbors are unfriendly. His tech path has been a bit puzzling, too, he's needed to catch up economically and get the military techs to upgrade his army, and instead has gone full bore after music.
Maybe he intends to set off a culture bomb in the city he just founded in LP's land? That would be immensely sleazy but also somewhat hilarious.
