In a position like this, this late in the game, how much does being spoiled matter, really? Do we really know that much more about the state of the the world right now than Serdoa himself?

Yes for example you know that Xenu is planning (and in position) to declare war on Zulu and raze 1-3 cities.
Or that Serdoa was planning to hit Bigger, or you know precise stuff about plakoian tech rate, or you know pindicaters state of despair/plans to make a mark, or you know how well defended cities might be...

When we've learnt a valuable lesson: when people say a game is over and are no longer having fun, then it's over. Games are social things, as much as I like romps and stomps, you need someone else to play against.
I'm not totally in favour of banning cultural victories, as that was brilliant what happened in PB6. But beyond that, cultural victories are only viable when someone is trying to cherry-tap the opposition.
I think that if Serdoa and Commodore had started really trying, they could have a longshot at victory, though it would probably require some luck and minor

Different reasons, but same style. As long as someone wants to keep playing, then it is very hard to end games. The thing is, and not for nothing, but honestly - wouldn't it just be easier if the guys who felt the game was over just mashed enter after doing general maintenance on their civ? I get how much a game sucks towards the end in terms of time for civ management, but if you basically just play it like a SP game on autopilot, I'd think you'd be fine. It doesn't matter though - this is the consequence of Civ4. Civ4 is a game that is decided by the Renaissance and can't be won in most cases until Modern. What the devil does with those idle hands in between is the real issue.
